- 摘要：The two potential orientations that are scientific research and social application, in big data studies, and their relationship were clarified. In light of this, the chances, challenges that big data brings and its weakness towards social studies were explored. - 摘要：The big data is the result of information explosion of the post-industrial society and the rapid development of network technology. The era of big data is profoundly changing the way of life of modern society and governance concept. The three big data attribute of the context of public administration were analyzed. Four capabilities of modernization of governance offered by big data: reshaping in the system and ability of governance, reshaping in the form of government, the innovation in the public service system and the innovation in the process of policy, were discussed. The methods of modernization of governance under the background of big data were proposed, such as: setting up the concepts of data, improving data quality and protecting the data privacy, narrowing the digital divide, and improving the supporting environment.关键词：big data;modernization of governance;concept;reform and change158|618|0更新时间：2016-03-20
- 摘要：Big data has become a significant feature of this age. The development of big data brings great impact and challenge to social surveys. To face the challenge, a new management theory based on China’s traditional wisdom of social surveys is needed. Big data and cloud computing should become the constituent parts of total survey management system. The big data analytics can give insights of paradata, which can improve the accuracy of social surveys significantly and implementation of precise management of social relations. Open data development in the era of co-governance and co-creation:trends, challenges and reflections
摘要：Beyond transparency, open data has been considered as new type of tool to stimulate innovation and change economic structure. The rise of civic technology also reflects that open data is fundamental to today’s co-governance and co-creation. Building upon these, it is important to recognize that the evolution of the concept, mechanism and form of open data has significant impact on how multiple-stakeholders are involved in governance and innovation. Big data brings a new opportunity for social governance, but also poses a great challenge for the data processing technology. A social event sensor system was constructed, which not only can automatically extract the daily hot events and their emotion distributions in real time for opinion monitoring, but also can deeply analyze the emotion distribution causations and the population distributions to help policy-making in social governance. - 摘要：Some important issues need to be addressed to facilitate the gravity shift in governance from authority to the people, from government to society and from power to rights to establish the service-style government as the central committee of the CPC requires. These are important topics for research in the top-level design for building smart e-government in the background of big data. Combining with the requirements of the construction of the service-type government, the problems existing in the traditional electronic government were analyzed, and the ideas of smart government affairs designs and implementation paths were supported, basing on the concept of overall data driven. - 摘要：With an abstracted model of big data ecosystem, the key roles which are necessary for setting up a sustainable big data ecosystem in city level market, were introduced. The local government’s role on the evolution of roles in big data ecosystem were also discussed. An implementation reference of this model was demonstrated, with sharing a series of works in the implementation, as well as lessons and learned during work, which undertaken by the company, and the local government who cooperated with ZTE soft in the reference, to witness the feasibility of this model of big data ecosystem. - 摘要：DNA sequence data generated by high-throughput sequencing technology is short in length, and the amount of data is enormous. The challenges and opportunities of the big data in high-throughput sequencing environment were analyzed. The data compression, the assembly of metagenomic sequence data, and algorithms and tools of metagenomic sequence data analysis also were summarized and discussed. - 摘要：MicroBlog is a typical short text data source for event detection. Because of diversity, sparsity and debris in MicroBlog content, using existing event detection method is ineffective, and the event spatio-temporal information is inaccurate. To the end, a dynamic context window algorithm was proposed, improved the efficiency and precision of event detection of foodborne diseases based on MicroBlog. Moreover, an algorithm was developed which can get spatio-temporal information from MicroBlog more accurate. - 摘要：Big data offers a new perspective on the world, and therefore will affect the legislation. The sustained development of big data industry depends on the clear, stable and inclusive legal system. The method to deal with security risks caused by big data was discussed, and the principles and rules of commercial exploitation of big data were introduced.
