摘要

介绍了现有数据资源管理模式，并指出了其中存在的问题；提出了数据自治开放模式，并介绍了数据自治开放技术。数据自治开放模式有望成为数据开放的基本模式，是政府数据开放共享、企业及个人数据交易、国家数据主权实现的一种可行方法。

Abstract

Existing data management techniques and their drawbacks were introduced.A novel model called self-governing openness of data was presented

and the details in using the technique were also illustrated.Self-governing openness of data would be a basic path for realizing the openness of data.Meanwhile

it should be an applicable approach for the openness and sharing of government data

the transaction of enterprise and personal data

and the realization of national data sovereignty.
