作为数字经济的新形态,算力经济对推动数字经济高质量发展具有重要作用。为推动算力经济健康平稳发展,必须对算力经济的理论内涵进行深入分析,并构建衡量算力经济发展水平的统一标准。基于技术经济学视角,解析算力经济形成机制,界定其概念内涵与特征要素,构建涵盖基础设施、数字应用和高质量发展三维度的算力经济综合指数评估体系。结果表明,算力经济已成为带动数字经济发展的核心驱动力,但各地区算力经济发展不均衡,总体可以分为全面领先型、突破进取型和蓄势追赶型三大梯队。建议各地区可以围绕基础设施建设、应用繁荣、高质量发展3个方面持续发力,共同推动我国算力经济产业进一步成熟壮大。
As a new form of the digital economy
the computility economy plays a crucial role in promoting high-quality economic development. To facilitate its healthy and stable growth
an in-depth investigation was conducted into its theoretical connotation with a unified evaluation framework established to measure development levels. The formation mechanism of the computility economy was analyzed
its conceptual connotation and characteristic elements were defined
and a comprehensive evaluation system was constructed
encompassing three dimensions: infrastructure
digital applications
and high-quality development. The research findings reveal that computility economy has emerged as the core driving force for digital economic development. At the same time
significant regional disparities persisted
categorizing development patterns into three distinct echelons: comprehensively leading regions
breakthrough-oriented regions
and potential-catch-up regions. The paper proposes a three-pronged strategy focusing on infrastructure enhancement
application ecosystem cultivation
and high-quality development promotion
which could jointly facilitate the maturity and expansion of China’s computility economy industry.
